One shape a client wants to follow.
A shape KEY and nothing else — deliberately (ADR-0055 decision 6). A shared-tier shape fans out to one stream per scope the subject holds, and the control plane does that expansion because it is the only side that knows the answer: it holds the entitlement set. A client naming its own scopes could only ever restate that set redundantly or contradict it, and every contradiction is a denial it then has to reconcile at boot.
